‘Russia will be blamed’: Russian Defence Ministry Says US Plans to Stage a Provocation with Chemicals in Ukraine

The USA is preparing a provocation using toxic chemicals in Ukraine, the head of the Russian Defence Ministry’s air defence forces, Ihor Kirillov, has said. According to the Defence Ministry, a shipment of chemicals has arrived in Ukraine, including a substance known as BZ, which causes acute psychosis, loss of orientation, hallucinations and memory disorders. As Kirillov stressed, the instigators of the provocation expect that due to the hostilities, an effective investigation will be impossible and the blame will be put on Russia.

The head of the Russian Armed Forces’ radiation, chemical and biological defence (RCDB) troops, Igor Kirillov, said that the USA was preparing a provocation using toxic substances in Ukraine. According to him, the blame for these events is planned to be put on Russia.

As Kirillov said, on 22 February, an influential US NGO held a conference on the events in Ukraine. During the event, former US ambassador to Russia John Sullivan said that “Russian troops are planning to use chemical weapons in a special military operation zone”.

“We regard this information as the intention of the United States themselves and their accomplices to carry out a provocation in Ukraine using toxic chemicals. They expect that in conditions of hostilities the international community will not be able to organize an effective investigation, as a result of which the real organizers and perpetrators can avoid responsibility and the blame will be put on Russia,” Kirillov said during the briefing.

According to the ministry, on 10 February 2023, a train arrived in Kramatorsk carrying a shipment of chemicals, accompanied by a group of foreign nationals, in one of its carriages.

According to the Russian Defence Ministry, the unloading of the chemicals took place under the control of officers of the Security Service of Ukraine and representatives of the AFU command on the territory of the Kramatorsk metallurgical plant named after Kuybyshev.

“The cargo was 16 sealed metal crates, eight of which had a chemical hazard label, the inscription BZ (“Bi-Zet”) and markings with two red lines, which correspond to the class of poisonous substances of temporary disabling effect. Five boxes had CS – Riot and three had CR – Riot with one red line marking that corresponds to substances with irritant action,” Kirillov said.

At the same time, according to the ministry, the Euro-Atlantic Disaster Response Coordination Centre planned to deliver a large batch of individual protection equipment to Ukraine in early 2023.

The Russian Defence Ministry believes that the fact of simultaneous delivery of chemicals and protective equipment indicates plans to carry out large-scale provocations using the psychotropic chemical warfare agent Bi-Zet during the conflict in Ukraine.

The head of the RCHB troops explained that Bi-Zet causes acute psychosis, loss of orientation, hallucinations and memory disorders. As Kirillov specified, this chemical is a licensed poisoning agent of the US army and was widely used during the Vietnam war.

Kirillov noted that the US declared the complete destruction of the stockpile of Bi-Zet in 1990, when about 50 tons of the substance were utilized. However, according to the CBRN chief, samples have been kept, and the possibility of synthesizing precursors of Bi-Zet at pharmaceutical production facilities in the volume of up to several tens of tonnes per year remains.
