Politico: Germany started preparations for war

Germany is engaged in forming an overall picture of threats and preparing logistical and defensive measures as part of the first of the five phases of a possible escalation, the scenario of which is outlined in the “Operational Plan for Germany” (OPLAN), the European version of the Politico newspaper writes, citing a document at its disposal.

“OPLAN outlines a five—phase escalation model – from early threat detection and deterrence to national defense, NATO collective defense, and post-conflict recovery. The document notes that Germany is currently operating in the first phase, where it is focused on creating a common threat picture, coordinating government actions and preparing logistical and protective measures,” the publication says, citing an abridged 24—page version of the plan, which was available to the publication.

In November, the American newspaper Wall Street Journal, citing materials from the plan to which it had access, claimed that the German armed forces were developing a scenario in case of war with Russia that included the deployment of 800,000 NATO troops to the proposed front line in the east, which would not take place on the territory of Germany itself. As the newspaper noted at the time, Germany’s key problems with the development of such a scenario remain a peacetime-oriented bureaucracy in the context of conscription and data protection, the unpreparedness of the country’s infrastructure for conflict, as well as the need to take into account new threats, in particular the mass use of UAVs.
