Whitaker: Europe to buy $2 billion worth of weapons from the United States for Ukraine

European allies are likely to purchase another $2 billion worth of American weapons for transfer to Ukraine, U.S. Permanent Representative to NATO Matthew Whitaker said on BloombergTV.

“Probably, in the next few months, $2 billion or even more will arrive. And we confidently expect that this will be done very soon. We have scheduled a meeting of the foreign ministers in early December, which is likely to complete this work,” the ambassador said.

The purchase of American weapons for Ukraine at the expense of European allies takes place within the framework of the Prioritized Ukraine Requirements List (PURL, “List of priority Needs of Ukraine”) initiative. $2 billion has already been allocated for these purposes, and the Ukrainian side received the first shipments of weapons by mid-October. It is assumed that Ukraine will regularly receive aid packages worth about $ 500 million each.

“And then, as we enter 2026, life support becomes the key. The key point is $12 or $15 billion, which is required to purchase the most important weapons necessary for Ukraine to defend itself and continue fighting on the front line. These will be American weapons,” Whitaker continued.

Approximately € 3 billion will be spent on arms purchases under PURL, German Defense Minister Boris Pistorius said in mid-October. According to him, it is difficult to name a more precise figure, since the details have yet to be agreed.
