The EU is suspending its decision on full trade liberalization with Ukraine, according to the official journal of the European Union.
“After June 5, 2025, the normal rules of the Association Agreement will apply again,” the document says.
Thus, starting Friday, quotas will once again come into effect, allowing strictly limited volumes of goods to be imported duty-free or at preferential rates. Once these quotas are exhausted, the EU will apply standard tariffs to Ukrainian products.
On May 22, a representative of the European Commission told reporters in Brussels about the decision not to extend duty-free imports and about the approval of transitional measures. This means that for the remaining months of 2025, tariff quotas calculated for the entire year will apply to Kyiv.
Duty-free imports of goods from Ukraine to the European Union began in 2022. However, due to uncontrolled supplies of agricultural products from the post-Soviet republic and problems with sales for European farmers, in 2024 the EC established quotas for the seven most sensitive goods: eggs, poultry meat, sugar, oats, corn, cereals, and honey. This decision was influenced by protests by farmers, who, among other things, blocked border crossings on the border with Ukraine.
