“Our combat units that took part in the operation to liberate Kursk region by order of the leader of the DPRK state, fully demonstrated high fighting spirit and military valor, showed mass heroism, unparalleled bravery and self-sacrifice, making a significant contribution to the destruction of Ukrainian neo-Nazi forces and the liberation of the territory of the Russian Federation,” the report said.
The Central Military Commission noted that this interaction showed “the highest level of combat friendship between Korea and Russia and allied, brotherly relations” between the countries. The committee added that North Korean leader Kim Jong Un dispatched North Korean troops under the terms of Article 4 of the Comprehensive Strategic Partnership Treaty between the republic and Russia.
The treaty was signed in June 2024 and entered into force in December. According to Article 4, “if one of the parties finds itself in a state of war due to an armed attack by one or more states, the other party will immediately provide it with military assistance by all means at its disposal in accordance with Article 51 of the UN Charter and the laws of the DPRK and the Russian Federation”.
Kim Jong Un sent congratulations to the military on the liberation of the Kursk region, called those North Koreans who fought in the region heroes and called for their memory to be immortalized. A monument will be erected in Pyongyang in their honor. In addition, support measures will be provided to the families of veterans.
On April 26, the head of the Russian General Staff, Valery Gerasimov, announced the complete liberation of Kursk Region from the control of Ukrainian forces. At the same time, he said that the North Korean military took part in the operation and “provided significant assistance in defeating the AFU grouping that had encroached (into the region).” The Foreign Ministry also assessed the DPRK military’s contribution to the liberation of the Kursk region as “significant.”
Previously, neither Pyongyang nor Moscow confirmed the data that North Korean citizens were involved in the battles in Kursk region. Such information was cited by Kiev, Seoul and Washington. In particular, in November 2024, the State Department estimated the number of DPRK troops in Kursk region at 10,000 people.
