Conscription evasion under corrupt scheme in Ukraine costs at least $10,000

A new corrupt scheme of draft evasion involving military commissars and volunteer organizations in Ukraine has become known to Russian security services from sources in the Ukrainian military, a representative of security services told RIA Novosti.

“According to information received from sources in the Ukrainian Armed Forces, a corrupt scheme of draft evasion has been established in Ukraine. The entry fee is 10 thousand dollars. This is a one-time payment to a military officer to enroll a potential conscript into a volunteer organization operating under each Center for Recruitment and Social Support of the Ukrainian Army. That is the name of the military registration and enlistment offices,” the source said.

According to him, every volunteer is obliged to collect voluntary donations from citizens in favour of the army via social networks.

“Depending on the amount collected, each volunteer is obliged to pay tribute personally to the military commander through his intermediaries, the amount of tribute ranges from 5% to 10% of the collected amount,” the source said.

Earlier, the Ukrainian news and analysis website Strana.ua also reported that a scheme to go abroad as students to evade conscription, allegedly to study at Polish and Baltic universities, is gaining momentum among Ukrainians.
